Wind, mobile communications and the 2011 budget top the agenda for Ellis County commissioners Monday.

Invenergy LLC, which is considering development of a wind project in northwestern Ellis County, has asked commissioners to consider proceeding with agreements for decommissioning, road maintenance and payment-in-lieu-of-taxes for its project.

Commissioners also will consider adopting a county-wide cell phone and peripherals contract. The plan calls for the consolidation of cell phone plans, incorporating a Blackberry Enterprise Server for access to data away from the office and using NetMotion Mobility XE in order to secure data for law enforcement. Start-up costs are estimated at $12,040, with monthly costs at $1,487.27 and annual costs at $3,619.

Also, the 2011 budget will be discussed. After commissioners cut more than $800,000 during Thursday's special session, the proposed mill levy sits at 39.5 mills -- a 1.6-mill increase from 2010.

Also on the agenda is the canvas of Tuesday's primary election.

Monday's meeting begins at 6:45 p.m. at the Ellis County Courthouse.
