Hays Wind prepares to market power

Hays Wind LLC is competing to sell its power from a proposed project southwest of Hays. And the approval of a conditional-use permit for the project Monday will allow the company to better compete to sell its 200 megawatts of power, according to project manager Jason Du Terroil.

"It just allows us to represent that all our permits are complete," he said.

Du Terroil said Hays Wind, which is owned by Iberdrola Renewables, has a bid out with Kansas City Power and Light Co. now and is preparing to bid for a request by Westar for power.

"It's hard to say when the clock starts ticking until we sell the power," Du Terroil said.

No timeline for construction of the project has been released, but Du Terroil said construction would be a nine- to 12-month process.

Ellis County commissioners approved a second conditional-use permit for the project Monday, allowing Hays Wind to expand its project scope westward in order to relocate turbines, which would meet the terms of a mediated settlement agreed to in 2009.

The granting of Monday's CUP completes the contingencies of the settlement agreement, according to county counsel.
