Kansas delays aid payments to schools again

TOPEKA (AP) -- Kansas has delayed its aid payments to public schools for a third consecutive month.
State Budget Director Duane Goossen confirmed Tuesday that the state hasn't paid any of the $200 million that was supposed to go to its 295 school districts on Friday.
He said the state hopes to pay half of it by the end of this week but doesn't anticipate paying the last half until the end of January.
Goossen said the state continues to face a cash crunch because it's not collecting tax revenue quickly enough in its main bank account.
Similar problems delayed general aid payments to schools in November and December, as well as aid for special education programs due in December.
