Details of deal Sebelius said she proposed to utilities
TOPEKA (AP) -- Here's the deal Gov. Kathleen Sebelius said she proposed to executives of Sunflower Electric Power Corp. and a sister utility, Midwest Energy.
Sebelius said she proposed:
* Allowing one coal-fired plant of about 660 megawatts. That's the size of a single plant proposed by Sunflower in 2001; the utility received a permit but couldn't finance the project.
* Giving "top priority" to meeting Kansans' electric needs. Under Sunflower's proposal, 85 percent of the new power from the two plants would be exported outside Kansas.
* Requiring success in capturing and using CO2 emissions.
* Mandating Sunflower develop 132 megawatts of capacity for wind-generated power. (That's 20 percent of 660 megawatts, the capacity of the coal-fired plant.)
* Requiring Sunflower to reduce its electric generation needs by 100 megawatts through conservation programs for consumers.
* Mandating Sunflower adopt "net metering." That's when a utility measures how much consumers generate from their own solar or wind systems and lowers their electric bills in response.
