Decision on Kansas City, Kan. casino coming

TOPEKA, Kan. (AP) -- A review board in Kansas is close to deciding whether a proposed casino in Kansas City, Kan., can go forward.
The Lottery Gaming Facility Review Board planned to vote Tuesday on a proposal for a casino at Kansas Speedway, the area's NASCAR track.
The speedway's parent company and Penn National Gaming Inc., of Wyomissing, Pa., are pushing the $521 million project. Their partnership is the only applicant, but the review board has the option of rejecting their proposal.
Some review board members have expressed skepticism about the plan because it doesn't call for building a hotel in the first phase of the project. Speedway and Penn officials say they'd rely on existing hotels in the area for several years.
