Board approves plan for Kansas City, Kan., casino

TOPEKA, Kan. (AP) -- A Kansas board has approved a proposed casino development in Kansas City, Kan.

Tuesday's vote by the Lottery Gaming Facility Review Board clears a major hurdle for the partnership seeking a state contract to develop the $521 million casino project at Kansas Speedway.

The state gaming commission now has until March to conduct background checks on the partnership, which consists of the NASCAR track's parent company and Penn National Gaming Inc. of Wyomissing, Pa. Their partnership was the only applicant.

Some review board members had been skeptical of the plan because it lacks a hotel in the first phase of construction. But the partnership promised to tap existing area hotel rooms for several years.
