Conserve or not?

Recently, a Hays city commissioner noted that when a $66 million project opens the water reserves underlying Edwards County to Hays consumers, we "won't have to worry about turning in our neighbors" for wasting water, because we'll have "an adequate supply of water."

This comment invites an unsettling interpretation: That once we've begun to drain yet another distant water resource, water conservation will become unnecessary, and water wasting will no longer be worth worrying about.

I hope that's not what he meant.
