Casino exemption?

Maybe I should address this question to our state Senate, but how can our state legislators feel good about themselves by passing a statewide smoking ban and yet exempting state-owned casinos and race tracks?

Are they really medically educated enough to decide all smoke is bad for your health except smoke in state-owned casinos. What makes that smoke not harmful?
