Two Hays men were arrested last week in separate incidents of alleged sexual crimes against minors, according to arrest logs released Tuesday.

Andrew Bayle Claude, 19, was charged Monday in Ellis County District Court with four counts of aggravated criminal sodomy of a child under the age of 14 and two counts of rape of a child under the age of 14.

There are two alleged victims, both 13-year-old girls, Ellis County Attorney Tom Drees said.

He was arrested April 16. The incidents were reported as occurring in November.

Claude remains in jail in lieu of a $100,000 bond.

All six charges are off the sentencing grid, person felonies, subject to lifetime imprisonment with a minimum of 25 years in prison, and lifetime mandatory sexual offender registration.

A preliminary hearing has yet to be scheduled. Kip Johnson was appointed as Claude’s attorney.

A charge of aggravated indecent liberties with a child, a level four, person felony, was filed Wednesday afternoon against Edward Layton McElhaney Jr., 53. He was arrested April 18 for an incident reported to have occurred on March 10.

He made a first appearance Thursday in Ellis County District Court.

He remains in jail in lieu of a $50,000 bond.

Edward Layton McElhaney Jr., 53, was arrested April 18 on suspicion of indecent liberties with a child reported to have occurred on March 10.

Andrew Bayle Claude, 19, was arrested April 16 for suspicion of rape and aggravated criminal sodomy. The incidents were reported as occurring in November.

The Hays Police Department could not provide further details as both are ongoing investigations.
