Dogs and neighbors

It has become apparent to me the dogs of this town have more rights than I do, (I guess that's to be expected from such an ungodly society that gives more money to help protect animals than it does to help humans). I state that as a matter of fact, because I have complained to "animal control" in regards to all the barking that goes on here in my neigborhood. There are eight dogs across the alley to the north and 11 dogs across the street to the south -- 19 dogs in a one-block area. I complain because there are certain noises that causes me stress, and the barking of dogs is one.
I have never been so stressed out in my life since I've been living here. With all of my complaints and even going to the mayor, nothing has been done about it, and yet there is supposed to be an "ordinance" against the barking -- but it's not enforced.
Of course, they will enforce the "ordinance" concerning the condition of certain individuals' yards/property when the "right" person makes complaints, which brings up the subjects of "neighbors." Apparently people have forgotten what a true neighbor is -- even so-called "Christians" don't apply it to their beliefs. True neighbors are not going to criticize you or make formal complaints to the city against you; instead, they would come to you and ask if there is anything they could do to help. I would greatly appreciate all the help that is offered to me, but there is no one who does.
For those who have criticized and complained, if you only knew the struggles I'm facing on a daily basis, you might be somewhat understanding, but I have my doubts. (Once again, a sure sign of an ungodly society). Not only am I under such physical stress brought on by all the barking that I've endured for the past couple of years, but I've been battling ADHD and depression, I damaged my L4 (where the sciatic nerve is) and Tl2 (middle of the back), and I'm under great emotional distress brought on by the harassment of certain "neighbors" and the city because of all of my mess (I call it my "works in progress"). All of this emotional turmoil has caused me to lose 35 pounds and a lot of strength, and yet I'm always trying to finish all of my "works in progress" and work for others to earn money.
In the meantime, the city has taken me to court and is claiming this property is injurious to the health, safety or general welfare to the community. How is that possible, when the "community" doesn't go through this property and why hasn't it been injurious to me? The only thing that has been injurious to me has been mentioned in the above paragraphs. Another thing I would like to know is why is it that my yard has been like this for a little over a year and there are several properties, including some businesses, a lot worse than mine and have been for many years. It truly seems I'm being discriminated against and harassed.
I am at the end my rope, and the city just threw the "last straw that broke this camel's back." I would like to file a lawsuit against this city for harassment and negligence, but I don't have the money to hire an attorney.
If there is someone out there who is willing to help, I would greatly appreciate it.
