Pondering pavilion

In reference to the much-discussed downtown pavilion, I am very impressed with the anonymous donor's generosity.

We do have some lovely, generous, hard-working people in our community. However, I have a couple of reservations to which I would like answers.

First, I understand the pavilion would actually belong to the city of Hays. If that is true, who will be responsible for insurance coverage in case of accidents?

Second, you know the annual upkeep that the city will be assuming is absolutely guaranteed to increase year after year, just as do all other estimated costs. Will there be an outside limit?

And third, is the cost of (not to exceed) $75,000 for a restroom staggering or is that just my imagination?
