County commission OKs 5-year road, bridge plan
In other business:
* Commissioners approved the Kansas Department of Transportation five-year plan for projects, which includes two bridge replacements and a repavement project on Old U.S. Highway 40. The projects are slated for construction between federal fiscal years 2011 and 2015.
* Commissioners approved a change order of $4,400 for the bridge replacement southwest of Walker. The money will be covered by federal stimulus dollars that are being used for the project.
* Commissioners approved the purchase of a copier for the environmental office for $3,295 from Northwestern Office Suppliers, Hays.
* Public Works Administrator Mike Graf presented a Quality in Construction Award received by Ellis County for the repaving of Old 40 from Canterbury Drive to 280th Avenue. APAC-Kansas was the contractor on the project.
* Information Technology Director Mike Leiker reported the estimated go-live dates for the county's two new Web sites. The geographic information systems Web site will launch April 5, and the county's Web site, which is undergoing a redesign, will launch July 16.
* Health Administrator Butch Schlyer reported 11,509 H1N1 vaccinations have been distributed in the county. That amounts to about 42 percent of Ellis County's population being vaccinated.
Schlyer said he would be using H1N1 grant funds to replace four computers and a copier in his department.
* Russtin and Brenda Weese, Munjor residents, asked commissioners for a timeline on fixing drainage problems in the town. Graf said a survey of elevations should be complete by the end of the month, then he can advise the commission on solutions to the problems.
* Harold Kraus asked commissioners to release a half-section of his ground from the conditional-use permit granted to Hays Wind LLC for a proposed wind project southwest of Hays. Kraus said his land no longer has value for wind purposes for the project and wanted the release so the title would be clear.
Commissioners said they would ask for a legal opinion from Counselor Dennis Davidson, but said they saw no problem with the request.
Kraus said commissioners might want to consider establishing a procedure for such a request because it might become common in the future with wind projects -- and easements to accompany -- being considered throughout the county.
