Hays USD 489 Foundation for Educational Excellence board member Joel Willhoft resigned from the board earlier this month.
In his resignation email sent to the board of education and others, Willhoft said he had concerns about the district and couldn't continue to raise money for it.
He mentioned the board's November decision not to install artificial turf on the Hays High School baseball field, a move that since has been reconsidered.
Willhoft wrote that in a future vote, the board will drop block scheduling at Hays High without consideration for student achievement.
Superintendent Will Roth often is unavailable and out of town, wrote Willhoft, who served on the USD 489 Board of Education that parted ways with Roth's predecessor Fred Kaufman.
Willhoft also took issue with the committee currently in the process of examining potential new building projects, writing the board should turn to site councils for input.
Willhoft declined to comment on the email.
Greg Schwartz, foundation board member and vice president of the USD 489 board, said he had read the email.
"It's not true. The board does care," he said, declining to elaborate further.
