TOPEKA, Kan. (AP) -- A Kansas Senate committee's chairman has outlined proposals for increasing taxes by about $350 million.

Assessment and Taxation Committee Chairman Les Donovan said Monday that his proposals are a starting point for a debate over taxes. Lawmakers are considering higher taxes to help erase a projected budget shortfall.

The Wichita Republican's package includes raising the sales tax from 5.3 percent to 6 percent but exempting food from the tax in 2013.

He also would increase the state's cigarette tax by 25 cents a pack, to $1.04. The tax on other tobacco products would double to 20 percent.

He's also proposing to raise taxes on beer, wine and liquor and to impose a new tax on sugary drinks, such as soda.
