City to consider pavilion funding

Hays city commissioners will consider funding for a downtown pavilion project initiated by Downtown Hays Development Corp. during their regular meeting Thursday at 6:30 p.m. at city hall.

The proposed 3,168-square-foot pavilion project, to be located at 10th and Main near Union Park, is estimated to cost $576,534, which includes facility construction and site improvements. DHDC has requested funding of $100,000 cash and $176,534 in non-cash site improvements from the city of Hays.

Annual operational costs estimated by city staff total $6,000, which includes electricity for the pavilion and a restroom, cleaning costs, cleaning supplies, mowing, fuel and trimming.

Although it is proposed city staff take over maintenance of the pavilion, Michele Flax, past president of the DHDC board, said she didn't anticipate her organization walking away from the project.

"We do feel very passionate about it," she told commissioners at the work session. "But only if it's needed, wanted and a good thing for Hays.

"We believe all of those things."

Other agenda items include:

* Discussion of using an additional $20,325 toward turf for Larks Park. Commissioners voted June 28 to authorize a cost-share with Fort Hays State University not to exceed $150,000. Due to bids exceeding estimates, FHSU has requested the city commission commit an additional $20,325 to split the exceeded bids.

* Consideration of Golden Belt 8th Addition replat; pre-annexation agreement for sanitary sewer service at 2807 U.S. Highway 183 Alternate; and vacation of alley in Reservation Addition.
