Brownback offers reward for tip in SE Kan. crime

TOPEKA, Kan. (AP) -- A man wanted in connection with a double homicide in southeast Kansas has evaded capture for more than a week, leading Gov. Sam Brownback to authorize a reward for information leading to the suspect's arrest.

Gov. Sam Brownback signed an executive order Wednesday offering a $5,000 reward for information leading to the arrest of Kevin R. Welsh, 35, of Toronto, Kan. Authorities have been seeking Welsh since the Oct. 2 shooting deaths of of Keith and Sheila Kriesel, both of Eureka. A third person was also wounded in the shootings about 60 miles east of Wichita.

"I encourage anyone with knowledge of this crime or the suspect to immediately contact the Greenwood County Sheriff's office or the KBI," Brownback said in a release.

Attorney General Derek Schmidt has said he'll prosecute the case. Schmidt spokesman, Clint Blaes said Thursday that Welsh hasn't been charged.

"The investigation is still pending, and no charges have been filed," Blaes said.

Schmidt said Welsh is considered armed and dangerous.

Welsh was out on $50,000 bond on charges in Greenwood County that included kidnapping and aggravated assault when the recent shootings occurred, according to online court records. He was scheduled for a preliminary hearing on Oct. 29.

His defense attorney in that case did not immediately return a call seeking comment.
