The Hays City Commission will meet at 6:30 p.m. Thursday at city hall to vote on property issues and construction projects. 

Commissioners will debate annexing land along 22nd near Hays Medical Center into the city. The property owner also wants to rezone it from an agricultural area to an office and institution district, and divide it into four plots for development. 

In other business:

• City staff recommends commissioners approve a $548,715.20 contract with a contractor for street, water and sanitary sewer improvements within the Golden Belt Estates’ Fifth Addition. 

• Commissioners will consider a 1-percent cost-of-living increase for the base salary of Toby Dougherty, Hays city manager. If approved, the increase will be retroactive and begin Dec. 22, 2013. The raise matches the wage increase other city employees received. 

• Mayor Kent Stewart has recommended Jean Gleichsner be appointed to the Ellis County Wellhead Protection Committee.
