The fate of Washington Elementary School likely will be decided at the Hays USD 489 Board of Education meeting at 6:30 p.m. Monday in the Toepfer Board Room in Rockwell Administration Center, 323 W. 12th.
A vote on repurposing the building from an elementary school to an early childhood education center is on the meeting agenda.
The board discussed the closing at last week's work session when approximately 20 people attended. Three of them -- Sharon Leikam, Bob Munsch and Amanda Tippy -- spoke in support of keeping the elementary school.
Central office administrators have listed educational benefits such as collaboration as a reason for closing the elementary school. Monday's meeting materials include a list of $243,163 in costs that "will no longer be paid out of the general fund."
Among the savings is $34,700 for utilities such as water, heat and electricity.
"Early Childhood Connections is going to pick up the operational costs of the building," Superintendent Dean Katt said.
Determining who will pay other costs such as insurance and building maintenance hasn't been decided, he said.
Personnel savings listed include administrative services, $107,455; custodian, $64,300; secretarial services, $32,276; and crossing guards, $1,857; for a total of $205,888. District administrators also expect a savings of $375 for telephone and $2,200 in kitchen maintenance.
ECC Director Donna Hudson-Hamilton will be the building administrator rather than Principal Allen Park, so there will be administrative services savings in some form, Katt said.
No decision has been made on Park's reassignment, but O'Loughlin Elementary School Principal Nancy Harman has announced her retirement at the end of the school year.
"Allen's role will be helping kids transition in new surroundings," Katt said of Park. "We'll see what happens after that."
There also will be a custodian in the building if it's an early childhood center, but the money will come from the Early Childhood Connections budget. Kitchen personnel likely will be needed, too.
"It'll be reducing positions, but I think there's going to be positions available (in other district buildings) just because of attrition and others leaving," he said.
Two outdoor ramps, four egress doors, fire alarm upgrades and additional sinks will be needed to repurpose the building for ECC. Costs are estimated at less than $50,000. Hudson-Hamilton is applying for grants to help offset the costs.
An elevator and additional accessible bathroom are shown on the new building map as optional items.
Other items on the board meeting agenda include:
* Considering the sale of an activity bus.
* Voting on adopting the 2015-16 school calendar
* Considering summer school fees for credit retrieval at the Learning Center and drivers' education fees.
* Considering renewal of central office administrators' contracts.
* Considering televising work sessions.
* Considering a technology policy.
* Approving a change in board policy on board negotiating agents.
* There will be an executive session for the superintendent's evaluation. The executive session for the evaluation was tabled from the work session.
