FEMA defunds BRIC with Hays & Russell poised to submit $50M R9 grant application
According to Hays City Manager Toby Dougherty, the formal confirmation was received on Friday, April 4, 2025, that Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) Grant Program, just as the grant application was ready to be submitted from for $50M in funding for the R9 Pipeline and Wellfield Project. "This was extremely disappointing as Hays had received a Direct Technical Assistance grant from FEMA (that process was also defunded) and we had a group of FEMA staffers assisting us in preparing the BRIC grant application.
